A Dairy Scheme Is Useful Only When the Farmer Can Access It — Editorial by Khazi Altaf Hussian

Kerala’s Dairy Development Department lists 7 November as the closing date for applications under its 2026–27 Milk Shed Development Programme and assistance for improving milk hygiene at farm level. The official notice directs applicants to the Ksheerasree portal and block-level Dairy Extension Service Units. Specific eligibility and assistance conditions must be checked through those official channels; no extension should be assumed.

The Dairy Times believes this application window raises a wider question for dairy-support programmes: how much practical help reaches the farmer between announcement and deadline?

Publishing a notice does not establish that a producer understands the relevant component, required documents or application procedure.

The Dairy Times questions whether farmers with limited digital confidence receive adequate assistance. Can applicants identify missing information early? Can they check the status of a submission without repeated visits?

The concern extends beyond enrolment. Approved support must lead to useful improvements at the farm, with appropriate training and follow-up.

The Dairy Times recommends assisted application facilities through extension units and cooperative societies, clear acknowledgements and transparent selection procedures. Departments should explain the reasons for rejected applications and publish progress on approvals and delivery.

For the present window, applicants should check the official portal immediately and contact their block-level unit for clarification.

A farmer should not lose a useful opportunity because a form was harder to navigate than the scheme was to announce. Accessible delivery is part of the policy—not an optional service afterwards.
